This paper develops a model of monetary policy in which the central banker can acquire costly information about a supply shock. It is shown that, with this assumption, it may be optimal for society to delegate to a "weight‐liberal" central banker, a result which contrasts with that of Rogoff (1985). This result points at a limitation of Rogoff's argument. It may also explain why the issue of delegating monetary policy to an independent and "weight‐conservative" central banker often is politically controversial.

A model of a two-candidate election is developed in which the candidates are mainly office-motivated but also to some arbitrarily small extent policy-motivated, and their chosen platforms are to some arbitrarily small extent noisy. The platforms' being noisy means that if a candidate has chosen a particular platform, the voters' perception is that she has, with positive probability, actually chosen some other platform. It is shown that (i) an equilibrium in which the candidates play pure exists whether or not there is a Condorcet winner among the policy alternatives, and (ii) in this equilibrium the candidates choose their ideal points, which means that the platforms do not converge. ; Es wird ein Wahlkampf mit zwei Kandidaten modelliert, in dem die Kandidaten im wesentlichen ein Interesse am Amt haben, aber auch in geringem Umfang eine bestimmte Politik bevorzugen. Die politischen Plattformen, für die sie sich entschieden haben, werden in geringem Umfang mit einem "Rauschen" an den Wähler weitergegeben. Das Rauschen der Plattformen ist wie folgt zu definieren. Es wird gezeigt, daß: (i) ein Gleichgewicht existiert, in dem die Kandidaten reine Strategien spielen, unabhängig davon, ob es einen Condorcet-Gewinner zwischen den bestehenden politischen Alternativen gibt; und (ii) in diesem Gleichgewicht entscheiden sich die Kandidaten für ihre eigenen Ideal-Positionen, d. h. die Plattformen konvergieren nicht.

This paper studies an extension of Rogoff (1985) where the central banker can choose how much effort to exert and thereby learn about a supply shock. With this assumption, it is not necessarily optimal for society to delegate to a .conservative. banker. This may explain why such delegation often is a politically controversial issue. ; Der Aufsatz befaßt sich mit einer Erweiterung der Arbeit von Rogoff (1985), in welcher ein Zentralbankier darüber entscheidet, wieviel Anstrengung er unternehmen möchte, um Informationen über einen Angebotsschock zu erhalten. Ausgehend von dieser Annahme ist es nicht notwendigerweise optimal für die Gesellschaft an einen .konservativen. Zentralbankier zu delegieren. If Cournot oligopolists face uncertainty about the intercept of a linear demand function and if the realized market price must be non-negative, then expected demand becomes convex, which can create a multiplicity of equilibria. This note shows that if the distribution of the demand intercept has a monotone hazard rate and if another, rather weak, assumption is satisfied, then uniqueness of equilibrium is guaranteed.

In many contests in economic and political life, both all-pay and winner-pay expenditures matter for winning. This paper studies such hybrid contests under symmetry and asymmetry. The symmetric model assumes very little structure but yields a simple closed-form solution. More contestants tend to lead to substitution toward winner-pay investments, and total expenditures are always lower than in the corresponding all-pay contest. With a biased decision process and two contestants, the favored contestant wins with a higher likelihood, chooses less winner-pay investments, and contributes more to total expenditures. An endogenous bias that maximizes total expenditures disfavors the high-valuation contestant but still makes her the more likely one to win.

We study the effects of unequal representation in the interest-group system on the degree of information transmission between a lobbyist and a policymaker. Employing a dynamic cheap-talk model in which the lobbyist cares instrumentally about his reputation for truthtelling, we show that the larger is the inequality, the less information can credibly be transmitted to the policymaker. We also investigate the effects of inequality on welfare and discuss the welfare effects of institutions that increase transparency but which as well, as an unintended side-effect, lower the lobbyist's incentives for truthtelling. ; In diesem Papier wird untersucht, welche Wirkung die ungleiche Repräsentation in einem Interessengruppensystem auf den Grad an Informationsübertragung zwischen einem Lobbyisten und einem Politiker hat. Es wird ein dynamisches Modell für 'Cheap-talk' verwendet, in dem angenommen wird, dass der Lobbyist Wert auf seine Reputation als aufrichtiger Informationsvermittler legt. Dabei kann gezeigt werden, dass je größer die Ungleichheit im System, dem Politiker umso weniger Information glaubwürdig übermittelt werden kann. Darüber hinaus wird die Wohlfahrtswirkung der Ungleichheit untersucht und diskutiert, welche Effekte solche Institutionen haben, die zwar einerseits die Transparenz erhöhen, mit unerwünschtem Nebeneffekt aber den Anreiz für Lobbyisten, Informationen wahrheitsgemäß weiterzugeben, verringern.

Nach intensiven Debatten über die Mängel der gegenwärtigen Fusionskontrolle hat die Europäische Kommission den Entwurf einer Reform vorgelegt. Darin wird insbesondere auch über die Einführung einer so genannten Effizienzverteidigung nachgedacht. Die Autoren analysieren, wann eine Effizienzverteidigung wünschenswert ist.

We develop a model in which two firms that have proposed to merge are privately informed about merger-specific efficiencies. This enables the firms to influence the merger control procedure by strategically revealing their information to an antitrust authority. Although the information improves upon the quality of the authority's decision, the influence activities may be detrimental to welfare if information processing/gathering is excessively costly. Whether this is the case depends on the merger control institution and, in particular, whether it involves an efficiency defense. We derive the optimal institution and provide conditions under which an efficiency defense is desirable. We also discuss the implications for antitrust policy and outline a three-step procedure that take the influence activities into consideration. ; Eine Effizienzverteidigung in der Fusionskontrolle besagt, dass wettbewerbsbeschränkende Fusionen dann erlaubt werden, wenn hinreichend große Synergieeffekte zu erwarten sind. Mögliche Synergieeffekte einer Fusion sind jedoch hauptsächlich den fusionierenden Unternehmen bekannt. Eine Effizienzverteidigung ermöglicht es den fusionierenden Unternehmen, die Entscheidung der Wettbewerbsbehörde zu beeinflussen, indem sie der Wettbewerbsbehörde ihre Informationen strategisch weitergeben (oder zurückhalten). Die Autoren untersuchen, ob und wann eine Effizienzverteidigung aus gesellschaftlicher Sicht wünschenswert ist. Hierzu entwickeln sie ein Model, in dem Unternehmen, die fusionieren möchten, private Informationen über die Synergieeffekte der Fusion besitzen. Die Unternehmen können die Entscheidung der Wettbewerbsbehörde beeinflussen, indem sie ihre Informationen strategisch an die Wettbewerbsbehörde weiterleiten. Ob dies der Fall ist, hängt von der Ausgestaltung der Fusionskontrolle ab und insbesondere davon, ob die Fusionskontrolle eine Effizienzverteidigung zulässt. In dem theoretischen Model wird die optimale Fusionskontrollinstitution hergeleitet und Bedingungen herausgearbeitet unter denen eine Effizienzverteidigung wünschenswert ist. Die Autoren erörtern die Implikationen des Modells für die Fusionspolitik und entwickeln ein Drei-Stufen- Verfahren für Fusionsentscheidungen, welches die Einflussaktivitäten der Unternehmen berücksichtigt.

"I study Cournot competition under incomplete information about demand while assuming that market price must be non-negative for all demand realizations. Although this assumption is very natural, it has only rarely been made in the earlier literature. Yet it has important economic consequences: (1) multiple (symmetric, pure strategy) equilibria can exist, despite the fact that demand and cost are linear; and (2) expected total surplus can be larger when the firms do not know demand than when they do, a result which has important implications for the social desirability of information sharing. The arguments of the paper are relevant also for price competition and for uncertainty about, e.g., cost or the number of firms, and these issues are discussed." (author's abstract)
